WASHINGTON – U.S. Rep. Benjamin L. Cardin has co-sponsored legislation that seeks to keep emissions of pollutants below levels that scientists believe may lead to a climatic “tipping point” where large scale, dangerous environmental impacts would occur. Global warming has been attributed to climate change that threatens sea levels, crop yields, and the stability of worldwide eco-systems.

This bill is not sustainable. On almost every level, this energy bill fails to address our most pressing energy problems: our large and increasing reliance on foreign energy, and the struggle to find ways to provide energy while protecting our environment and our health. In many ways this bill makes our situation worse by focusing our precious financial resources on types of energy that already thrive rather than those that need an investment to become widely available to the American people.

Mr. Speaker, I have some grave concerns about several provisions of this bill. Among the most important concerns to Marylanders is the fact that this bill cuts clean water funding by $241 million from last year’s appropriated level – bringing our financial commitment to clean water down to 1989 funding levels. This money – in the Clean Water State Revolving Fund – pays for sewage system upgrades across the country. We in Maryland know how incredibly important this money is to protect the health of our people.

Paul Sarbanes today presented Lowell Bahner, Director of the NOAA Chesapeake Bay Office and Dr. Eric Smith, Superintendent of Anne Arundel County Schools with a check for $2.5 million for the Bay Watershed Education and Training Program (B-WET). Rep. Cardin and Sen. Sarbanes are two of the strongest supporters of environmental education programs in Congress.

Paul Sarbanes today presented the Chesapeake Bay Foundation (CBF) and Living Classroom Foundation (LCF) each with checks for $173,967.50 to provide hands-on environmental learning experiences for school-age children while improving their overall academic performance. In addition to being an important industry to our state's economy, oysters filter excess nutrients from the Bay and are critical to maintaining its ecological balance. Unfortunately, three years of the worst drought in 50 years have seriously endangered the Bay's oysters, creating a potential economic and ecological disaster for Maryland.

Mr. Chairman, Committee members, I am pleased to testify in support of H.R. 4789, the Reauthorization of NOAA's Chesapeake Bay Office. The companion bill to H.R. 4789, S. 2777, was introduced by Senator Sarbanes with Senator Mikulski, Senator Robb, and Senator Warner as cosponsors. This legislation has received the support of the Chesapeake Bay Foundation and the Chesapeake Bay Commission, the tri-state legislative assembly. I was joined by Mr. Cummings, Mr. Wynn, Mr. Hoyer, Mr. Ehrlich, and Mr. Gilchrest as cosponsors of H.R. 4789. This legislation is almost identical to H.R. 5133 introduced by Mr. Gilchrest.

WASHINGTON - Rep. Benjamin L. Cardin announced today that the Environmental Protection Agency has removed the Tipton Army Airfield from its list of Superfund sites. The 346-acre parcel, located on the grounds of Ft. Meade in Anne Arundel County, was placed on the EPA's Superfund list in 1998 because of groundwater contamination resulting from unexploded ordinances.
