Chairman Shays to Hold September 6th Hearing on the President’s Emergency Plan For AIDS Relief (PEPFAR)

Congressman Christopher Shays (R-CT), Chairman of the Subcommittee on National Security, Emerging Threats and International Relations will convene an oversight hearing to examine spending requirements that impact the HIV (Human Immunodeficiency Virus) prevention component of the President’s Emergency Plan For AIDS Relief (PEPFAR).
Ambassador Mark Dybul, U.S. Global Aids Coordinator, has been invited to testify on the PEPFAR requirement that 1/3 of prevention spending go to abstinence-until-marriage initiatives, the effectiveness of the ABC model of HIV prevention (“Abstain, Be faithful, or use Condoms”), and PEPFAR monitoring and evaluation tools.
Additionally, witnesses from the U.S. Agency for International Development, Government Accountability Office, CARE USA, the Harvard School of Public Health, and the Tanzanian Parliament have been invited to discuss how the PEPFAR spending requirement affects the ability of country teams to effectively implement HIV prevention initiatives.
The hearing “HIV Prevention: How Effective is The President’s Emergency Plan for AIDS Relief?” is scheduled for Wednesday, September 6 at 1:00 pm in room 2154 Rayburn House Office Building in Washington, D.C.
