The Fifth Congressional District is home to thousands of federal employees and retirees, both military and civilian. For two decades, Congressman Hoyer has been a leader in Congress on issues affecting federal employees. He repeatedly fights for higher cost of living adjustments and he was a lead sponsor of the Federal Pay Comparability Act in 1990. This law attempts to ensure that federal employees get paid comparably to similar jobs in the private sector.
