H.R. 4865, the "Federal Employees and Uniformed Services Retirement Equity Act of 2010" was introduced by Rep. Stephen Lynch (D-MA). The bill would allow federal and postal employees, as well as members of the armed forces, to deposit unused annual or vacation leave pay into their Thrift Savings Plan (TSP) accounts. Under current law, these workers receive a lump-sum payment for any accumulated annual or vacation leave at retirement, upon deployment, or in certain job transfer situations such as when an employee is re-assigned in response to a Department of Defense installation closure.
