H.R. 1722, the ""Telework Improvements Act of 2009," was introduced by Rep. Paul Sarbanes (D-MD). H.R. 1722 requires the head of each agency to establish a policy to authorize employees to telework. The bill provides some exceptions such as for employees whose jobs cannot be performed from another location. The bill requires the Office of Personnel Management (OPM) to issue regulations and it requires agencies to make their telework policies consistent with OPM’s regulations. OPM is also directed to provide agencies with advice, assistance, and any necessary training to agency managers, including with respect to questions of eligibility and incorporating telework into the agency’s goals.
