Mr. Chairman:
This morning I would like to discuss four major issues related to President
Carter's proposal to create an Energy Security Trust Fund.

The amount of revenue that would be generated through the proposed windfall
profits tax;

The advantages and disadvantages of using a trust fund to finance the mass
transit portion of the President's proposal;

The energy efficiency of the transit programs to be funded from the trust
fund;
-
The energy efficiency of alternative transportation programs that might
be considered for trust fund financing.
