In February, Congress passed the American Recovery and Reinvestment Act (ARRA) in response to growing unemployment, budget shortfalls, and outdated infrastructure.
The ARRA contains no earmarks; instead it reduces taxes for 95% of working families and provides funding to state governments to help them handle their looming budgetary shortfalls. The ARRA also funds a number of federal competitive grant and loan programs that states, counties, municipalities, and local governmental and non-governmental organizations can
apply for.
