Prior to the passage of the American Recovery and Reinvestment Act (ARRA), the State of Tennessee was facing close to a $1 billion budget shortfall, which was due to the decreased revenue from the economic downturn. Had the Recovery Act not been signed into law, the State would have been forced to cut countless services and layoff thousands of employees.
In total, the ARRA provided Tennessee with $4.3 billion, intended to be spent over two years on a number of programs and initiatives.
