ERRATA

The number given in Appendix A for total unauthorized appropriations for programs last authorized by P.L. 102-534 (Reauthorization of Omnibus Crime Control and Safe Streets Act Programs) incorrectly included some portions of the Justice Department’s State and Local Law Enforcement Assistance account that remain authorized through 2000 pursuant to P.L. 103-322, the Violent Crime Control and Law Enforcement Act of 1994. The correct entry is $1,842,750,000.

This error is also reflected in the appropriation amounts in Tables 1 and 2, which show 1999 appropriations with expired authorizations for programs under the jurisdiction of the House and Senate Committees on the Judiciary. The amount in Table 1 (House Judiciary) should be $14,089,092,000; the amount in Table 2 (Senate Judiciary) should be $14,115,291,000. The correct total for those tables is $100,931,786,000. To reflect the correct total, the first sentence in the second paragraph of the section titled "Programs Funded in Fiscal Year 1999 with Expired Authorizations of Appropriations" should read: "The Congress appropriated almost $101 billion for fiscal year 1999 . . . ."

PREFACE

This report by the Congressional Budget Office (CBO) satisfies the requirements of section 22-1(b) of the Balanced Budget and Emergency Deficit Control Act of 1985. The purpose of the report is to help the Congress adopt authorizing legislation that should be in place before it considers the 13 regular appropriation bills for fiscal year 2000 (which begins October 1, 1999).

Ellen Hays of CBO's Special Studies Division prepared this report under the supervision of Arlene Holen. The author gratefully acknowledges the assistance of analysts in CBO's Budget Analysis Division and the budget offices of various agencies, as well as numerous committee staff members.
