FY 2011 District Projects

Dear Friends,

Thank you for visiting my website to find out a little more about what I am doing to support projects in District One.

When I notified District One communities of the opportunity to request funding for local projects, I told potential applicants that I was “committed to prudent and responsible use of taxpayer money. To serve that goal, the request process will be transparent, and all requests will be posted on our website for public review. When a Congressional request is successful, it is incumbent upon the recipient to be responsible for the use of those taxpayer dollars and to ensure its proper use and speedy implementation. I will remain interested in the oversight of the projects and will require updates from recipient organizations.”

With those standards in mind, on March 22, 2010 I officially requested that the Committee on Appropriations make funding from the FY2011 budget available for crucial projects in District One.

While the appropriations process is often criticized, I do believe funding can be responsible and awarded fairly as long as the process is open and transparent. That’s why I am posting all the projects that I requested funding for in District One on this webpage.

My staff and I carefully reviewed well over a hundred applications for funding. These applications came from all around the district and highlighted Greater Arizona’s crucial need for investment in critical infrastructure and projects that are basic and necessary to District One communities. These projects have some or all of these qualities in common: they are cost-effective, create jobs, grow our economy, or improve the quality of life for Arizonans.

We have serious infrastructure needs in Greater Arizona, and with these critical investments we will make real progress towards meeting these needs. If successfully funded, federal money will improve our communities by upgrading our roads and bridges, making our communities safer from flooding and wildfires, enhancing our capacity for water treatment, expanding basic services and developing new industries.

These projects are not just about our physical infrastructure – they are about our human infrastructure, too. We will use federal dollars for educational opportunities and job training programs, programs that our children need to succeed in a global economy and our educators need to help teach them. We will also be investing in new resources to help our law enforcement personnel and increase our health care technology. We will be making a difference in the lives of ordinary folks in Arizona.

In total, I am requesting $44,351,000 in federal funding for 27 different projects spread out around the district. Every single project I am requesting funding for is listed below for you to review. As part of my belief in transparency and accountability, I have also officially certified to the Appropriations Committee that I have no financial interest in any of these projects and none were requested on behalf of for-profit organizations.

Project Name: Apache County Aviation Patrol

Project Purpose: The purpose of this project is the training, purchase, and necessary implementation of an aviation patrol and it is a valuable use of taxpayer funds because of public safety on geographically, socially, and economically isolated tribal lands.

Project Name: Navajo County Sheriff Mobile Data Terminals

Project Purpose: The purpose of this project is the purchase of mobile data terminals and it is a valuable use of taxpayer funds because it improves public safety in a county that is larger than Vermont.

Project Purpose: The purpose of this project is the improvement of a radio communications interoperability and it is a valuable use of taxpayer funds because it improves public safety in a county that is nearly the size of New Jersey.

Project Purpose: The purpose of this project is the design, construction, and implementation of solar-powered water purification and desalination systems. This is a prudent and appropriate use of taxpayer generated funds because it addresses the shortage of clean water on  geographically, socially, and economically isolated tribal lands.

Project Name: Dine Power Authority Renewable Energy and Transmission Planning Studies

Project Purpose: The purpose of this project is development and analysis of large-scale renewable energy delivery projects. This is a prudent and appropriate use of taxpayer generated funds because it addresses the shortage of available energy transmission—with a focus on renewable energy sources—on  geographically, socially, and economically isolated tribal lands.

Project Name: Gila County Flood Mitigation

Project Purpose: The purpose of this project is to evaluate flood threats throughout Gila county, including at the 10 dikes damaged in Pinal Creek, Pinto Creek, and Tonto Creek areas. This is a prudent and appropriate use of taxpayer generated funds because it addresses public safety.

Project Purpose: The purpose of this project is replacement and reconstruction of water main pipelines. This is a prudent and appropriate use of taxpayer generated funds because it will preserve access to safe drinking water and to adequate fire protection to ratepayers who cannot otherwise afford the necessary upgrades.

Project Purpose: The purpose of this project is the acquisition and conservation of key parcels of land in Central Arizona. This is a prudent and appropriate use of taxpayer generated funds because it is part of the Coconino National Forest and is related to the appropriate management of federal lands.

Project Purpose: The purpose of this project is program expansion to provide additional capacity and is a prudent and appropriate use of taxpayer generated funds because it expands post-secondary educational opportunities while addressing the regional shortage of qualified allied health care professionals.

Project Name: Flagstaff Area Schools Youth Internet Safety Project

Project Purpose: The purpose of this project is to implement Internet safety education and digital citizenship programs and is a prudent and appropriate use of taxpayer generated funds by preventing youth vulnerability to online crimes, such as identity theft and predation.

This is a prudent and appropriate use of taxpayer generated funds by improving patient safety and quality at a health care facility servicing geographically, socially, and economically isolated residents on tribal lands to whom the federal government has a treaty obligation to provide health care.

Project Purpose: Developing The purpose of this project is the construction of roadway improvements including sidewalks and box culvert. This is a prudent and appropriate use of taxpayer generated funds because it increases mobility in inclement weather and pedestrian safety in the vicinity of a school.
Request Amount: $1,313,000

Project Name: Gila County Control Road Improvements
Project Recipient: U.S. Forest Service

Project Purpose: The purpose of this project is the construction of roadway improvements including repaving, drainage repairs, and improved signage and road marking.  This is a prudent and appropriate use of taxpayer generated funds because it increases mobility, access to public services, and acts as an emergency evacuation route for area residents.

Project Purpose: The purpose of this project is the construction of roadway improvements including the construction of a culvert. This is a prudent and appropriate use of taxpayer generated funds because it increases mobility and access to public services in inclement weather on  geographically, socially, and economically isolated tribal lands.

Project Name: Pinal County Hunt Highway Improvements

Project Purpose: The purpose of this project is to improve Hunt Highway in an area that serves over 40,000 residents and is a major thoroughfare in a high-growth region. This is a prudent and appropriate use of taxpayer generated funds because it is a high priority for local communities, which cannot finance the improvements without federal assistance.

Project Name: Safford 20th Avenue Street Improvement

Project Purpose: The purpose of this project is to improve the 20th Street Corridor by widening and installing curbs, gutters and sidewalks. This is a prudent and appropriate use of taxpayer generated funds because it improves pedestrian safety, mobility and access within and to Safford, including to medical facilities and schools.

Project Name: Scott Ranch Road Extension

Project Purpose: The purpose of the request is to extend existing Scott Ranch Road to connect two major transportation routes (State Route 260 and Penrod Road). This is a prudent and appropriate use of taxpayer generated funds because the extension will provide alternate emergency and thoroughfare route.
