H.R. 5320, the Assistance, Quality, and Affordability (AQUA) Act of 2010, introduced by Chairman Henry A. Waxman, would reauthorize and increase funding for the drinking water state revolving fund (SRF) under the Safe Drinking Water Act.  The drinking water SRF provides an important source of funding for public water systems, which are projected to face a significant increase in investment needs as existing infrastructure ages.

Today, the House of Representatives will consider H.R. 3101, the Twenty-first Century Communications and Video Accessibility Act of 2010.  The legislation updates the Communications Act to help ensure that individuals with vision, hearing, and other disabilities are able to utilize fully broadband services and equipment and better access video programming devices.

The Blowout Prevention Act (H.R. 5626) establishes new federal regulatory requirements to prevent future spills from oil and gas wells.  These new requirements apply to all oil and gas wells on the Outer Continental Shelf and to other high-risk wells that could cause extensive and widespread harm to public health and safety or the environment in the event of a blowout.  The bill was reported by the Committee on Energy and Commerce on July 15, 2010, by a vote of 48 to 0, with one abstention.
