Truth #9: Taxpayer Dollars to Help Developing Countries “Adapt” to Climate Change

What the bill does: Requires the Secretary of State, in consultation with USAID, the Secretary of the Treasury, and the Environmental Protection Agency, to establish an International Climate Change Adaptation Program.  This new program will support the development and implementation of climate change “adaptation” activities that reduce the vulnerability of developing countries to the impact of climate change. (H.R. 2454, American Clean Energy and Security Act of 2009, Sec. 491, p. 1365.)
 
What this means for Americans:
As American families face increased power bills and fuel prices, the Democrats will send taxpayer money overseas to help developing countries address climate change.  Projects that could be eligible for taxpayer assistance include replacing 2,000 traffic lights in South Africa with “green” light bulbs and teaching Brazilians to dry seaweed with solar dryers.
 
The best way to help American families and poverty-stricken countries is to oppose the national energy tax and pass the Republican “all of the above” energy solution to create jobs and reduce production costs so manufacturers can export products at reduced prices.
