ROBERT A. HAND - Mr. Hand, Policy Advisor, joined the Commission staff in 1983, and serves as a Balkan specialist tasked with monitoring and reporting on Albania, Bosnia, Croatia, Macedonia, Montenegro and Serbia. His responsibilities have included serving on the OSCE Mission to Kosovo, Sandjak, and Vojvodina, U.S. delegations to OSCE meetings, on-site human rights monitoring and election observation. Mr. Hand earned a B.A. in Russian/USSR Area Studies from the School of International Service, American University, 1983. He has some knowledge of Russian and German.
