CSCE :: Text Records MARLENE M. KAUFMANN – Ms. Kaufmann was appointed General Counsel to the Commission in 2007. Prior to becoming General Counsel, she served for eleven years as Counsel and was responsible for developing Commission policy on economic, environmental and trade matters, supporting Members’ leadership positions in the Parliamentary Assembly of the OSCE, and serving as political analyst for Romania. Ms. Kaufmann also served as a special advisor on foreign affairs and appropriations matters to the Commission’s then Ranking Member, now House Democratic Whip, Congressman Steny H. Hoyer.

Before joining the Commission staff, Ms. Kaufmann served as Chief of Staff to Congressman Hoyer and as Assistant Counsel to the House Committee on Post Office and Civil Service. In private practice she specialized in commercial real estate, zoning and land development.

Ms. Kaufmann received her LL.M. in International Legal Studies from the Washington College of Law, American University, her J.D. from the University of Maryland School of Law, and her B.A. in Government and Politics from the University of Maryland. She is a member of the Maryland Bar.
