OCHS - Policy Advisor for the Commission since 1987, Dr. Ochs has responsibility for Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Previously he served as Research Associate with the National Strategy Information Center, 1986-1987, and an IREX Exchange Scholar in USSR, 1985-86. He earned his Ph.D. and M.A. in Russian History from Harvard University and his B.A. in History at City College of New York. Dr. Ochs’ languages include: Russian, Polish, German, and Italian.
