H.Con.Res. 290 is expected to be considered on the floor of the House on Wednesday, June 30, 2010, under a motion to suspend the rules, requiring a two-thirds vote for passage. The legislation was introduced by Rep. Jim McDermott (D-WA) on June 24, 2010.

H.Con.Res. 290 would resolve that Congress:

  • “Supports the designation of a `National ESIGN Day';
  • “Recognizes the previous contribution made by Congress to the adoption of modern solutions that keep the United States on the leading technological edge; and
  • “Reaffirms its commitment to facilitating interstate and foreign commerce in an increasingly digital world.”

According to the resolution's findings, June 30, 2010, marks the 10th anniversary of the enactment of ESIGN and would be an appropriate date to designate as "National ESIGN Day."
