  • The 13th Congressional District & Map

Ohio's 13th Congressional District truly is a great place to live, raise a family and do business. Congresswoman Sutton has lived most of her life in and around the communities that make up much of the district, and she is proud to represent the people and places she knows and loves so much.

Originally nicknamed the “Turnpike District”, the 13th Congressional District’s unique shape traces across the shoreline of Lake Erie in Lorain County, captures the “Emerald Necklace” of the Cleveland MetroParks and the Cuyahoga Valley National Park, and extends south to include the Portage Lakes State Park in Summit County. The 13th Congressional District is also home to institutions of higher learning such as Lorain County Community College and The University of Akron.

The 13th Congressional District stretches across four of Northeast Ohio’s most populous counties, Lorain, Cuyahoga, Medina, and Summit, and it includes all or some of over thirty communities.

House Approves Infrastructure Bill Including Sutton Amendments to Require Use of American-Made Products and Address Corrosion

WASHINGTON, DC - Today, the House approved legislation for water and sewer infrastructure improvements that includes two amendments by Rep. Betty Sutton.

The first amendment by Rep. Sutton to the Assistance, Quality and Affordability (AQUA) Act requires that U.S. taxpayer dollars used to build municipal drinking water and sewer systems are spent on American-made steel, iron and manufactured goods.

"This Buy America amendment is a critical component of the Make It in America strategy to renew U.S. manufacturing and create good-paying jobs," Rep. Sutton said. "Americans clearly expect that as we invest in our nation's water and sewer systems, that as we are using their tax dollars, that those funds will be used to create jobs right here at home, and with this Buy America amendment we are maximizing this legislation's job creation impact."

The second amendment will help save taxpayer money by giving greater weight to funding applications that include a plan to prevent corrosion. Corrosion occurs gradually over the years in water and sewer systems as the chemicals and minerals in the water erode the metal pipes. According to a report to the Federal Highway Administration, the cost of corrosion to drinking water and sewer systems alone is $36 billion a year.

"This forward-thinking, cost-saving amendment will help us stave off the high costs of corrosion down the road by addressing it at the beginning of a project - extending the life of critical infrastructure, reducing maintenance costs, increasing public safety and saving taxpayer money," said Rep. Sutton.
