  • The 13th Congressional District & Map

    Ohio's 13th Congressional District truly is a great place to live, raise a family and do business. Congresswoman Sutton has lived most of her life in and around the communities that make up much of the district, and she is proud to represent the people and places she knows and loves so much.

    Originally nicknamed the “Turnpike District”, the 13th Congressional District’s unique shape traces across the shoreline of Lake Erie in Lorain County, captures the “Emerald Necklace” of the Cleveland MetroParks and the Cuyahoga Valley National Park, and extends south to include the Portage Lakes State Park in Summit County. The 13th Congressional District is also home to institutions of higher learning such as Lorain County Community College and The University of Akron.

    The 13th Congressional District stretches across four of Northeast Ohio’s most populous counties, Lorain, Cuyahoga, Medina, and Summit, and it includes all or some of over thirty communities.

House Passes China Currency Reform Legislation

WASHINGTON, DC - Today, Rep. Sutton voted to fight current abusive Chinese currency policies, which make Chinese exports artificially cheaper providing an unfair price advantage over U.S. products on the global market. Rep. Sutton is an original co-sponsor of the bipartisan Currency Reform for Fair Trade Act (H.R. 2378), which passed the House today by a bipartisan vote of 348 to 79.

"Today is a victory for American workers and American small businesses. China's abusive practice of manipulating its currency has cost American small businesses growth opportunities and it has cost Americans jobs," said Rep. Sutton. "Our workers will compete with anyone on a level playing field, but we expect the rules to be fair and enforced. We will not stand idly by and watch workers continue to lose their jobs and families continue to suffer because of abusive trade practices."  

According to the Economic Policy Institute, it is estimated that China's currency, the Yuan, is undervalued by as much as 40 percent, and China's abusive trade practices cost the U.S. 2.4 million jobs between 2001 and 2008, 97,000 jobs in Ohio and 5,700 jobs in the 13th Congressional District of Ohio. This bill strengthens enforcement to protect U.S. companies and workers from lost jobs and opportunities caused by China's deliberate undervaluation of its currency.

H.R. 2378 includes the following components:
*    Neutralizes the negative effects of misaligned foreign currency by allowing injured American industries and workers to seek remedies under current trade laws;
*    Uses publicly available data and methodologies to determine the misalignment in a transparent way;
*    Applies a fair and predictable standard for currency misalignment; and
*    Creates an incentive for foreign governments to cease unfair mercantilist trade practices and a deterrent against similar abuses in the future.
