The House is scheduled to consider H.Res. __ on January 25, 2011, under a motion to suspend the rules, requiring a two-thirds majority vote for passage. The resolution was introduced by Rep. Tom Latham (R-IA) on January 24, 2011.
Under the resolution, at the request of a recipient of the Medal of Honor or an immediate family member of a recipient of the Medal of Honor, the Representative of the recipient or the Representative of the family member (as the case may be) may provide the recipient or the family member with one Capitol-flown flag, together with a certificate signed by the Speaker of the House and the respective Representative. A flag provided under this resolution would be provided at no cost to the individual receiving the flag.
The resolution would also instruct the Clerk of the House of Representatives to issue regulations and procedures for carrying out the resolution not later than 30 days after adoption of the resolution.
H.Res. __ may be cited as the ‘‘Staff Sergeant Salvatore A. Giunta Medal of Honor Flag Resolution’’ in honor of the most recent recipient of the award, the only living servicemember to have received the award in the Global War on Terror (all other such awards have been posthumous).
The Congressional Medal of Honor is the highest award for valor in action against an enemy force that a member of the Armed Forces may receive and recognizes a member's conspicuous gallantry and intrepidity above and beyond the call of duty. Only 3,446 members of the Armed Forces have been awarded the Congressional Medal of Honor since its inception.
