Hagåtña, Guam – Congresswoman Madeleine Z. Bordallo today announced her efforts to amend the Organic Act of Guam to provide for election reform for local offices. As she proposed in her Congressional address in March, Congresswoman Bordallo’s bill amends the Organic Act of Guam to prohibit salary changes for the Governor, Lieutenant Governor, and Guam senators until an intervening election of the Legislature has passed. This provision mirrors the 27th Amendment of the U.S.

Congresswoman Madeleine Z. Bordallo today made permanent her appointment of Matthew Herrmann as her chief of staff. Matt was serving in an acting capacity following the resignation of John Whitt in September. Matt previously served as Congresswoman Bordallo’s legislative director from 2009 to 2015, and her military legislative assistant from 2007 to 2009. Prior to joining Congresswoman Bordallo’s office, Matt served as an analyst and executive officer in the National Guard Bureau’s Office of Legislative Liaison.

Bordallo today announced that the House of Representatives has passed H.R. 2685, the Department of Defense Appropriations Act for Fiscal Year 2016, by a vote of 278 yeas to 149 noes. H.R. 2685 appropriates $490.2 billion in FY 2016 base discretionary budget authority for the Department of Defense, with an additional $88.4 billion in discretionary budget authority designated for Overseas Contingency Operations (OCO).

Congresswoman Madeleine Z. Bordallo today issued the following statement in support of H. Res. 44, a resolution that would amend the rules of the House of Representatives for the 114th Congress to permit the Delegates and the Resident Commissioner to vote in the Committee of the Whole House. The resolution was introduced by Democratic Whip Steny Hoyer of Maryland.
