Lujan Highlights $37 Million in PILT Payments for New Mexico Counties

3rd District Counties Receiving Nearly $12 Million
Washington, D.C. – Congressman Ben Ray Luján of New Mexico’s Third District highlighted today more than $37 million that New Mexico counties are receiving through the Payment in Lieu of Taxes (PILT) program for Fiscal Year 2014. Department of Interior Secretary Sally Jewel announced that 32 local governments throughout New Mexico are receiving $37,677,905 – $3 million more than last year – through the program that compensates counties and local governments for non-taxable federal land in their jurisdictions.
“The PILT program provides vital resources for New Mexico’s rural counties that help support efforts to build schools, improve roads, and hire first responders,” Congressman Luján said. “Our communities are home to a significant amount of federal lands, which impacts the amount of revenue local governments can take in. PILT funds help offset this while contributing to our counties’ ability to provide important services.”
Local governments that contain nontaxable federal lands and provide vital government services – such as public safety, housing, social services and transportation – are eligible for the PILT program. PILT compensates these jurisdictions – which provide significant support for national parks, wildlife refuges and recreation areas – for their support and foregone tax revenue from these federal lands.
Using a formula provided in statute, the annual PILT payments to local governments are computed based on the number of acres of federal entitlement land within each county or jurisdiction and the population of that county or jurisdiction. The lands include the National Forest and National Parks Systems, those managed by the Bureau of Land Management, those affected by Corps of Engineers and Bureau of Reclamation water resources development projects, and others.
