 PROVIDING FOR CONSIDERATION OF THE CONFERENCE REPORT TO ACCOMPANY THE 
     BILL (H.R. 2577) MAKING APPROPRIATIONS FOR THE DEPARTMENTS OF 
TRANSPORTATION, AND HOUSING AND URBAN DEVELOPMENT, AND RELATED AGENCIES 
FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2016, AND FOR OTHER PURPOSES; 
PROVIDING FOR PROCEEDINGS DURING THE PERIOD FROM JUNE 23, 2016, THROUGH 
JULY 4, 2016; AND PROVIDING FOR CONSIDERATION OF MOTIONS TO SUSPEND THE 
                                 RULES

   Mr. Sessions, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 797]

    The Committee on Rules, having had under consideration 
House Resolution 797, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of the conference 
report to accompany H.R. 2577, the Military Construction and 
Veterans Affairs and Related Agencies Appropriations Act, 2017. 
The resolution waives all points of order against the 
conference report and against its consideration. The resolution 
provides that the conference report shall be considered as 
read. The resolution provides that the previous question shall 
be considered as ordered on the conference report to its 
adoption without intervention of any motion. During 
consideration of the conference report, the second sentence of 
clause 1(a) of rule XIX shall not apply.
    Section 2 of the resolution provides for consideration of 
concurrent resolutions providing for adjournment during the 
month of July, 2016.
    Section 3 of the resolution provides that on any 
legislative day during the period from June 23, 2016, through 
July 4, 2016: the Journal of the proceedings of the previous 
day shall be considered as approved; and the Chair may at any 
time declare the House adjourned to meet at a date and time to 
be announced by the Chair in declaring the adjournment.
    Section 4 of the resolution provides that the Speaker may 
appoint Members to perform the duties of the Chair for the 
duration of the period addressed by section 3.
    Section 5 of the resolution provides that it shall be in 
order at any time on the legislative day of June 23, 2016, or 
June 24, 2016, for the Speaker to entertain motions that the 
House suspend the rules and that the Speaker or his designee 
shall consult with the Minority Leader or her designee on the 
designation of any matter for consideration pursuant to this 
section.
    Section 6 of the resolution provides that upon adoption of 
the conference report specified in the first section of the 
resolution, House Concurrent Resolution 139 shall be considered 
as adopted.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against the conference 
report and its consideration includes a waiver of the 
following:
           Clause 9 of rule XXII, which prohibits the 
        inclusion of matter in a conference report not 
        committed to the conference by either House; and
           Clause 8 of rule XXII, which prohibits the 
        consideration of a conference report until the third 
        calendar day on which the conference report has been 
        available in Congressional Record and requiring printed 
        copies of a conference report.
