Every year, the Secretary of State is required to submit an annual report to the Helsinki Commission discussing the overall United States policy objectives that are advanced through meetings of decision-making bodies of the OSCE, the OSCE implementation review process, and other activities of the OSCE. The Helsinki Commission also issues annual activity reports to Congress.
