As the Director, Office of Security Programs, Kenneth A. Eads is responsible for the maintenance, care and operation of buildings, grounds and security enhancements of the United States Capitol Police, wherever located, the Alternate Computer Facility and AOC security operations. The Office of Security Programs delivers unique, value-added, integrated support services, including facilities management, project management, and security operations, to the United States Capitol Police, United States Capitol Police Board, the Legislative Branch, and the public. The Office of Security Programs vision is to be interconnected with the AOC, and its major clients and stakeholders – the integrated support services provider of choice – committed to excellence, professional integrity and a strong sense of purpose.

Mr. Eads spent the first half of his career with the National Security Agency. He began as an electrical engineer in 1984 supporting headquarters and worldwide field operations by designing and managing the installation of critical power distribution systems supporting large mainframe and supercomputer systems, facility renovations, primary substations, and base-load power generation plants. In 1988, he began his management track during an extensive overseas posting in Great Britain, which concluded in responsibility for all design, construction, maintenance, configuration management and strategic planning for a large intelligence community field site. He returned to National Security Agency headquarters in 1997 as the Deputy Chief, Engineering & Construction Division, overseeing a 120-person division responsible for the design, engineering and construction program for over 7 million square feet of space worldwide. In 1999, Mr. Eads conducted a two year developmental assignment within the Defense Intelligence Agency by serving in three senior managerial positions: Chief, Facilities Engineering Division; Acting Chief, Office of Engineering and Logistics Services; and finally as the Deputy Chief, Office of Engineering and Logistics Services, to include a concurrent assignment as the Acting Chief, Logistics Division. Mr. Eads completed his career with the National Security Agency in 2002 as the Deputy Chief, Office of Facilities, where he managed a 400-person office responsible for operations, maintenance, facility management, space and master planning, design, engineering and construction for over 7 million square feet of space worldwide.

Mr. Eads’ greatest reward is receiving The Architect’s Award for Leadership as a result of being nominated by those whom he currently has the honor and pleasure of leading – the Office of Security Programs. Other key awards include the United States Capitol Police Medal of Merit for the Office of Security Programs; Defense Intelligence Agency Award for Excellence; Secretary of Defense National Intelligence Meritorious Unit Citation; and United States Senate Productivity Award. He has also been designated by the Director of Central Intelligence as an Intelligence Community Officer.

Mr. Eads received his Bachelor of Science in Electrical Engineering from Rose-Hulman Institute of Technology, Master of Science in Management from Boston University, and Master of Science in National Resource Strategy from the Industrial College of the Armed Forces, National Defense University.
