H.R. 1591 - AnchorMaking emergency supplemental appropriations for the fiscal year ending September 30, 2007, and for other purposes.

  1. Closed rule.
  2. Provides four hours of general debate in the House equally divided and controlled by the chairman and ranking minority member of the Committee on Appropriations.
  3. Waives all points of order against consideration of the bill except for clause 9 or 10 of Rule XXI.
  4. Provides that the amendment in the Rules Committee report shall be considered as adopted. 
  5. The rule waives all points of order against the bill, as amended, and provides that the bill, as amended, shall be considered as read.
  6. Contains one motion to recommit with or without instructions.

 

RESOLUTION

AnchorResolved, That upon the adoption of this resolution it shall be in order to consider in the House the bill (H.R. 1591) making emergency supplemental appropriations for the fiscal year ending September 30, 2007, and for other purposes.  All points of order against consideration of the bill are waived except those arising under clause 9 or 10 of rule XXI.  The amendment printed in the report of the Committee on Rules accompanying this resolution shall be considered as adopted.  The bill, as amended, shall be considered as read.  All points of order against the bill, as amended, are waived.  The previous question shall be considered as ordered on the bill, as amended, to final passage without intervening motion except: (1) four hours of debate equally divided and controlled by the chairman and ranking minority member of the Committee on Appropriations; and (2) one motion to recommit with or without instructions.

           Sec. 2. During consideration of H.R. 1591 pursuant to this resolution, notwithstanding the operation of the previous question, the Chair may postpone further consideration of the bill to a time designated by the Speaker.

 

SUMMARY OF AMENDMENT TO BE CONSIDERED AS ADOPTED

The amendment makes two technical correctiosn to the bill. The first corrects the omission of Alabama from the list of states affected by Hurricanes Katrina and Rita eligible for certain waivers under section 2501 of the bill.  The second corrects the provision alleviating the FY 2007 shortfall in the State Children's Health Insurance Program (SCHIP) to clarify that this is a one-time appropriation that does not have any effect on spending in years after FY 2007.
