The Helsinki Commission has a long history of engagement in Central Europe, recognizing the importance of the individual countries of the region even at a time when many policy makers focused only on Moscow as the center of the Warsaw Pact alliance. Hungary hosted negotiations leading up to the 1994 OSCE Summit of Heads of State and Government. Commissioners have continued to follow issues related to the rule of law, democracy, and protection of the rights of the Romani minority.
