Transit Senior Executive Program

The Eno Transit Senior Executive Program is a year-long leadership development program. The course is centered around an intensive week-long seminar held in Washington, DC. Participants hear from distinguished guest lecturers, develop their leadership skills, and build connections in the transit industry. The Program is entering its 12th year and has more than 500 alumni.

The TSE Program is designed for top public and private transit executives to participate in an intensive and confidential forum on strategic management, leadership, and critical emerging industry issues. In addition to the four instructors, participants learn from more than a dozen guest lecturers who are current or former transit general managers, senior Federal officials, or senior private sector staff.  Admission to the Program is selective, and a nomination/application process is required.

WHO SHOULD APPLY

The program is tailored specifically for senior-level managers–generally in the top 2-3 layers of the organizational chart–who have a strong commitment to the public transportation industry and serve in a senior leadership capacity. GMs at smaller properties will also find the program helpful. The Program helps participants prepare for the next step in their career. The class is appropriate for executives from public agencies, contract operators, private sector firms.

Participation in other leadership programs will be given extra consideration during admission, including the Eno Transit Mid-Manager Seminar and programs offered by APTA and National Transit Institute.

Staff from the American Public Transportation Association and the Federal Transit Administration also participate in the class, but do not apply through the general application process. If you are an APTA or FTA staff member, contact your human resources department to learn how to be nominated for the class.

Applications accepted on a rolling basis. Must be turned into Eno by December 9th, 2016 to be considered.

PROGRAM SCHEDULE

The in-person course will take place on February 26 – March 3, 2017 in Washington, DC. Program activities will begin in late January and will conclude in Nov 2017.

• Managing Private Sector Relationships

Participants in the Program can expect:

• An eleven-month distance education program punctuated by an intensive six-day, in-person class on February 26-March 3, 2017.
• During the 6-day course:
  • Participants will hear more than 12 nationally recognized experts who will share their perspective from decades of experience
  • Participants will have the opportunity to discuss and share individual challenges with their peers and faculty in small confidential groups
  • Participants will experience interactive real world exercises
• An online course portal to connect with classmates, share information, and work collaboratively before and after class.
• A pre-course 360 leadership evaluation by supervisors, subordinates, and peers. Each participant receives a written report and a one-on-one confidential coaching session with an instructor.
• Post-course webinars to reinforce class content and allow for additional guest lecturers who could not attend in person. (This is the distance education portion)

Permanent instruction team includes Teri Fisher, Eno Senior Advisor and Managing Partner of Insight Strategies, John Catoe, Eno Instructor and former COO of Los Angeles County MTA, and former General Manager of Santa Monica Big Blue Bus and Washington Metropolitan Area Transit Authority, Kevin Catlin, Eno Instructor and Managing Partner of Insight Strategies, Howard Permut, Eno Senior Advisor and retired President of MTA Metro North Railroad, and Alex Bond, Director, Eno Center for Transportation Leadership.

TUITION

Tuition for the Transit Senior Executive Program is $4,000. Tuition includes most meals during the in-person class. Tuition can be invoiced as inclusive including 5 nights at the conference hotel for $5,500. Tuition also grants lifetime Eno Alumni Association membership and a 50% discount to Eno membership, certain membership tiers include a subscription to the new web-based Eno Transportation Weekly, the premier transportation publication covering real-time legislative and regulatory industry news.

Participants are responsible for travel to and from the class, lodging, and certain meals. It is estimated that travel and lodging will cost approximately $1900, but may vary depending on the student’s city of origin and travel schedule. Partial travel support may be available (see Scholarships below), and Eno will facilitate roommate matching to reduce lodging costs.

PAYMENT

A tuition invoice will be sent to the person named on the nomination form. Payment is due 30 days prior to the first day of the scheduled program.

The conference will be located at the Loews Madison Hotel. A room block will be reserved at a discounted rate for conference attendees. Information on how to make a reservation will be sent to you upon acceptance into the class.

SCHOLARSHIPS

There are three scholarship opportunities available to Transit Executive Seminar applicants: a) The Frank J. Lichtanski Memorial Scholarship offered by the American Public Transportation Foundation; b)  the Robert J. Prince, Jr. Scholarship offered by the Conference of Minority Transportation Officials (COMTO); and c) Eno Alumni Fund Travel Grants. Participants apply to scholarships simultaneously with their application to the Program. If a participant is admitted but is not awarded a scholarship, he or she can choose to attend at full tuition or defer admission to a later year.

Frank J. Lichtanski Memorial Scholarship
The American Public Transportation Foundation (APTF) has honored Frank J. Lichtanski, long time General Manager/CEO of Monterey-Salinas Transit in California by creating the Frank J. Lichtanski Scholarship Fund. Mr. Lichtanski is remembered for his 31 years of dedication to providing the very best transit service to the people of Monterey County. In memory of his dedication to the public transit industry and support of small and medium-sized transit agencies, the scholarship has been established to provide tuition support in the amount of $2,500 (participant’s agency will be invoiced for remaining tuition costs) to an eligible candidate from a small or medium-sized transit agency. The winner of the Frank Lichtanski Scholarship also receives a waiver of registration fees for the APTA Annual Meeting.

Robert Prince, Jr. Scholarship
The Conference Of Minority Transportation Officials (COMTO) and AECOM have honored Robert Prince, Jr. for his dedication to the growth and development of emerging leaders in the transit industry by creating the Robert Prince Scholarship. Mr. Prince has demonstrated a lifelong commitment to the education of the transit workforce in his roles as a leader in the public and private sectors of the transportation industry, in his volunteer commitment to youth in Boston, and as board member of COMTO and the American Public Transportation Foundation. The scholarship will be awarded to a senior leader in the transit industry who currently reports directly to the General Manager/CEO. The recipient should have a career goal to become a transit General Manager/CEO in a rural, small urban or urban transit agency. Preference is given to current members of COMTO. The winner of the Robert Prince Scholarship also receives a registration waiver and travel support to the COMTO Annual Conference, and is encouraged to participate in the COMTO Leadership Institute.

Eno Alumni Fund Travel Grants
Admitted participants who demonstrate difficulty in obtaining employer-paid travel can receive a travel grant from the Eno Alumni Fund. The Eno Alumni Fund is supported by small donations by previous Eno graduates and other supporters. Awards are capped at $500 and may be paid using direct billed travel/lodging. Applicants should submit a memo or email from supervisors that describes a travel ban or severe limitation of available travel funds. Preference will be given to students who must pay for the balance of travel costs using personal funds.

• AICP Certification Maintenance (AICP-CM) credits can be claimed by participants by logging into your MyAPA Portal and searching the provider database for Eno.
• Professional Development Hours (PDH) for Professional Engineers. PDH are offered through RCEP. Participants should request credit from Eno staff.
• Other types of credit may be available, depending on the program. Inquire with Eno staff regarding availability.
