Wheeling National Heritage Area Act of 2000 - Establishes the Wheeling National Heritage Area in Wheeling, West Virginia.Makes the Wheeling National Heritage Area Corporation the management entity for the Area, which shall implement and coordinate the recommendations contained in the Wheeling National Heritage Area Plan dated August, 1992. Requires the Corporation to submit to the Secretary of the Interior a revised plan for the management of the Area.
Authorizes appropriations, with an annual fiscal year limitation. Requires at least 25 percent in non-Federal matching funds. Prohibits the Secretary from making any grants or providing any assistance under this Act after September 30, 2015.
