King Peter of Yugoslavia was still a teenager when he addressed the House in 1942. Speaker Sam Rayburn introduced the young ruler-in-exile, who urged support for guerilla resistance against the Nazis. World War II saw 11 “House receptions” of foreign dignitaries which, unlike Joint Meetings of Congress, did not include the Senate.
