In 1961, Pakistani President Mohammad Ayub Khan bluntly asked Congress for financial aid to help his country maintain its independence and ensure development, stating “As far as the problem of aid is concerned—you have to give it to us—because it involves the fate of the world and also your own destiny.” Vice President Lyndon Johnson and House Speaker Sam Rayburn sat behind Khan at the Joint Meeting.
