Looking much like children on the last day of school, Members rushed out of the Capitol after the first session of the 75th Congress ended on August 21, 1937. Very little was accomplished that session, after Members reacted to President Franklin Roosevelt’s proposed Supreme Court re-organization by stalling most of the president’s legislative program.
