I'd say the reasoning is obvious. Trump is doing everything he can to save his ass because he knows Muller investigations are closing in on far more nefarious acts than we ever believed Trump was involved in. They are all coming out.

Trump is a terrified desperate man and can't hide it. He is capable of anything at this point. I also believe he's committed major crimes that he and his fellow conspirators are doing everything in their power to hide. They are a criminal syndicate.

This is why I think Trump will, in the end, cut a deal with the Special Counsel, which will involve a promise not to run for re-election in 2020 in return for no indictments.

What he actually said was, the Constitution ITSELF says nothing about whether or not a sitting President can be indicted or investigated. If people want to say a President can't be prosecuted or investigated, they need to convince CONGRESS to introduce a bill & then pass it.
