  1. Deeply saddened to hear about the passing of my friend and former constituent, Estella Morales. I first met Estella over 18 years ago when we were both campaign volunteers. My thoughts and prayers are with her son Rolando and her best friend Rosa. Rest In Peace, my dear friend.

    Birthright citizenship is guaranteed in the U.S. Constitution, under the 14th Amendment. Its first sentence: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."
