Dollar SymbolThe Office of Finance, under the direction of the Deputy Assistant Secretary for Finance (VA’s Deputy Chief Financial Officer), is comprised of over 400 staff located in the Office of Financial Systems, the Office of Financial Policy, and two field sites — the Financial Services Center (FSC), along with the Office of Internal Controls (OIC), in Austin, Texas, and the Debt Management Center (DMC) in St. Paul, Minnesota.

The Office of Finance is responsible for continually improving the quality of the Department’s financial services.  It maintains stewardship of Departmental resources and provides financial information, financial statements and reports on VA’s appropriations and general, revolving, special, and deposit funds for cost and obligation accounting.  The Office of Finance establishes financial policy, systems and operating procedures for all VA financial entities, provides guidance on all aspects of financial management, and directs and manages the Department’s financial operations and systems support.  The Office of Finance also manages the VA annual Statement of Assurance process, ensures compliance with Improper Payments and Elimination Recovery Act (IPERA), and leads VA’s Seek to Prevent Fraud, Waste, and Abuse (STOP FWA) initiative.

It is also responsible for maintenance and modification of VA’s legacy core accounting system, the Financial Management System (FMS), and VA’s Personnel Accounting Integrated Data (PAID)/payroll and human resources system and related self-service applications.  The office also manages and directs of VA’s financial operations through the FSC and Central Office, and VA’s debt management activities through the DMC.  The office is responsible for processing VA-wide payroll, employee travel and relocation, and vendor payments, expanding financial electronic commerce and electronic data interchange capabilities, and developing and implementing long—range financial systems initiatives such as e-payroll, e-travel, and the Financial Reporting Data Warehouse.
