PUBLIC HEARING NOTICE - U.S. DEPT. OF VETERANS AFFAIRS

White City, Oregon, Enhanced-Use Lease

 

The U.S. Department of Veterans Affairs (VA), in accordance with 38 U.S.C. Section 8161, et seq., hereby provides notice of a public hearing to present VA’s proposal and receive views on an Enhanced-Use Lease (EUL) project at the VA’s Southern Oregon Rehabilitation Center and Clinics (SORCC) in White City, Oregon.  This EUL would enable VA to improve its ability to continue providing benefits and services to Veterans and their families through non-VA development of a certain 5-acre parcel located on the southeast corner of the White City SORCC campus.  This co-location of housing on the campus would enable Veterans greater access to services.  VA would like to elicit comments from Veterans and other interested parties regarding plans to have permanent supportive housing on the campus.

IDENTIFICATION OF PROPERTY TO BE LEASED:   VA’s SORCC is located at 8495 Crater Lake Highway, White City, Oregon 97503.  The proposed project consists of approximately 5 acres of under-utilized land on the southeastern corner of the property.

 

DESCRIPTION OF THE PROPOSED USE OF THE PROPERTY:  The VA SORCC facility is a two hundred fifty-five (255) bed free-standing Mental Health Residential Rehabilitation Treatment Center and Clinics.  The White City SORCC is proposing to expand the mission by using under-utilized land under its authority via an EUL Agreement.  This project will serve additional Veterans and their families experiencing homelessness and Veterans at risk for homelessness, as well as the community, by providing permanent supportive housing.  All development will be in accordance with VA requirements and guidelines, and Federal, State, and local laws.

 

DESCRIPTION OF THE PROPOSED LEASE:  Under the terms of the proposed EUL, VA will lease the site to a selected developer for a term of up to 75 years.  The developer is required to finance, design, develop, construct, operate, and maintain the proposed permanent housing initiatives.  In return for use of the property, VA requires the developer to provide VA with “fair consideration” as determined by the Secretary, which is to be in the form of negotiated cash and/or “in-kind” consideration.  At the end of each lease term, the respective leased property and the underlying improvements will revert to VA.  The public is invited to attend the hearing and are encouraged to submit written comments in advance of the hearing to the address below:
