IGCIA Significant Accomplishments, FY14

The CIGIE Training Institute's first Investigative Learning Forum:
Recording Interviews in OIG Investigations, was hosted by the Environmental Protection Agency's OIG. This free event was delivered to more than 100 participants from 33 CIGIE-member Offices of Inspectors General by the Inspector General Criminal Investigator Academy (IGCIA) in partnership with the AIGI Training Subcommittee on October 7, 2014, 9am - 3:30pm. Presentations and panel discussions included participants from multiple OIGs, as well as representatives from the Department of Justice. The following topics were addressed:
- Current issues in investigations and prosecutions
- Current and emerging policies and procedures
- Training considerations and resource requirements.
The IGCIA will host another Learning Forum on Trends in Use of Force Training designed for Firearms and Defensive Tactics Instructors from the OIG community, August 18, 2015, at the Health and Human Services Office of Inspector General, in Largo, MD.
Academy Award Winners
The IG Academy's William Barton Award is named for the Honorable William R. Barton, former Inspector General of the General Services Administration, who was instrumental in founding the Academy. Now an established tradition, the Award is given by the IG Academy to the student in the IG Investigator Training Program (IGITP) who best demonstrates the personal attributes that exemplify the ideals of the Inspector General community and the Academy, such as integrity, professionalism, and leadership. The recipient is chosen by the IG Academy staff and facilitators. The IG Academy also awards an Academic Honor Certificate to the student in IGITP who achieves the highest academic score.

DHS OIG SA Timothy Morris Receives Life Saving Award
At the FLETC/Glynco cafeteria during the lunch hour on 3/17/09, SA J. Laureano, Housing and Urban Development Office of Inspector General (OIG), San Juan, began to choke. According to several witnesses, he was unable to breathe for approximately 45 seconds, turned red and appeared to become nearly unconscious. SA Timothy Morris, Department of Homeland Security OIG, Chicago, observed SA Laureano in distress and applied the Heimlich maneuver, which caused the obstruction to dislodge. The actions of SA Morris were heroic and life saving. SA Laureano was checked out by the health unit and returned to class.
SAs Morris and Laureano, as well as several of the witnesses to the incident were enrolled in Inspector General Transitional Training Program 901. The Inspector General Criminal Investigator Academy staff commended the swift and effective response of SA Morris with an unprecedented IG Academy Life Saving award at IG-TTP 901 graduation on 3/19/09.

History of the IG Academy
The Inspector General Criminal Investigator Academy (IGCIA) was officially established at the Federal Law Enforcement Training Center (FLETC), Glynco, Georgia, in February 1994 per a Memorandum of Understanding (MOU) between the FLETC and the President's Council on Integrity and Efficiency (PCIE). The MOU acknowledged "the significant benefits of efficiency and effectiveness which are derived from a consolidated approach to training." In November 2000, The IG Criminal Investigator Academy was established in Public Law 106-422 "for the purpose of performing investigator training services for offices of inspectors general created under the Inspector General Act of 1978."
The Inspector General Reform Act of 2008 combined the two existing IG councils, the PCIE and the Executive Council on Integrity and Efficiency, into one statutory Council of IGs on Integrity and Efficiency (CIGIE) to be chaired by an IG. The mission of the CIGIE is to address integrity, economy and effectiveness issues that transcend individual agencies, and to increase the professionalism and effectiveness of IG personnel by maintaining one or more training academies. The CIGIE has established a Training Institute to further the CIGIE mission. The IGCIA is one of three academies within the CIGIE Training Institute.
