Car Sharing

GSA is offering a new cost-saving and sustainable alternative to fleet purchases governmentwide, car sharing. Car sharing helps federal agencies reduce costs, improve efficiencies, and optimize vehicle use. Car sharing allows agencies’ flexibility and access to vehicles for short term hourly, up to a maximum one day use; it saves money by reducing the need for capital expenditures to purchase new vehicles; and provides a more sustainable approach to government fleet management.

Who are the vendors?

There are BPA awards to two vendors to provide Car Sharing Services: Enterprise CarShare and (Mobility, Inc.) ZipCar.

How does it work?

• Reservation, pickup, and return is all self-service;
• Vehicles can be rented by the minute, hour, or by the day;
• Agency users are members and will be pre-approved to drive;
• Vehicle locations (check your awarded vendor for closest location) are distributed throughout the service area;
• Full Insurance coverage; and
• Fuel costs are included in the rates.

How to order a Blanket Purchase Agreement (BPA) for Car Sharing?

The contracting process is a self-service method working directly with the vendors. Using FAR part 8.4- Federal Supply Schedules, in accordance with FAR 8.405-3 as guide, the agencies’ contracting offices retain control of their procurements, including requirements development, evaluation, award, establishment of centrally billed accounts, and administration of task orders. This method also allows customer agencies the ability to tailor orders to get what they need by customizing terms and conditions at the order level to meet mission requirements. As the program office, Travel and Transportation performs the market research, vendor approval, monitors, and manager’s vendor performance and manages the customer relationship that ensures a viable number of qualified suppliers are available under contract for the government agencies use.
