Aerial Requests

In order to request an aircraft flyover, aircraft static display or a parachute demonstration, you must thoroughly complete a DD Form 2535. You must have the form:

•       Completed and signed by the sponsoring organization
•       Certified (and signed) by the event site owner
•       Approved by the local Federal Aviation Administration (FAA) Flight Standards District Office (FSDO)
•       Submit the form per the instructions below

Requests should be completed, signed, approved by the FAA and submitted per the instructions below at least 90 days and no later than 30 days in advance of the event. Incomplete forms and requests will not be considered. The Air Force and Army determine whether the event is eligible for support.

Aerial demonstrations and flyovers, to include helicopter static displays at civilian air shows and local events are available on a limited local basis and should be requested through the Washington National Guard Public Affairs office, in coordination with the State Aviation Office.

The public display of aviation units and assets contributes to recruitment, public engagement, and the demonstration of national pride.

All requests for aerial support will use Department of Defense Form 2535, Request for Military Aerial Support.

Please read all of the instructions on this form and send your requests directly to the Washington National Guard’s public affairs office no later than 90 days prior to your event. The Department of Defense Instruction 5410.19 (Public Affairs Community Relations Policy Implementation) defines a flyover as a "straight and level flight, usually limited to one pass, by no more than four military aircraft of the same type from the same Military Service over a predetermined point on the ground at a specific time and not involving aerobatics or demonstrations."

For Army flyovers in support of public affairs missions, the following constraints apply and may not be waived:
•       The event or observance must be of sufficient size and significance (5,000 spectators or greater) to justify the use of Army aircraft and resources;
•       Event sponsors must agree to formally recognize the unit and individual crewmembers supporting the event or observance during the event or observance;
•       Units will conduct flyovers during daylight hours only; and
•       Units will not attach or suspend flags, banners, streamers, or external loads from Army aircraft during the flyover mission.

If you have any questions, please contact Joseph Siemandel (joseph.f.siemandel.mil@mail.mil) or at 253-512-8989.
