The Office of Policy identifies, develops and effectively communicates ICE's organizational priorities and policies to internal and external stakeholders. The Office of Policy executes strategic policy initiatives on behalf of ICE leadership that advance ICE's priorities, including projects that require coordination with DHS headquarters and interagency partners; identifies, develops, drafts, and communicates agency priorities and policies; and oversees the ICE regulatory process.
The office maintains a solid record of client service, with a strong commitment to developing and promoting policy research and information services to enhance ICE's performance and reputation.
Working closely with other ICE offices, the Office of Policy prepares and promotes ICE policy that is in the best interest of the agency and the Department of Homeland Security, and also participates in interagency initiatives. The office continues to seek out opportunities to support ICE's mission and improve ICE efficiencies and effectiveness.

Debbie W. Seguin is the Assistant Director for the U.S. Immigration and Customs Enforcement (ICE) Office of Policy. Office of Policy is responsible for the development of ICE policies that govern the administration and operations of the agency, oversight of ICE’s regulatory initiatives, and coordinating policy and regulatory engagements with the Department of Homeland Security (DHS), its components, and other Executive Branch agencies.
Ms. Seguin joined ICE in 2014 as Chief of the Government Information Law Division in the Office of the Principal Legal Advisor, where she led the agency’s nationwide information law program. In this capacity, she defended the agency against information disclosure litigation, safeguarding law enforcement tactics and procedures, as well as other sensitive information. She also led the provision of critical legal support to ICE personnel by ensuring that law enforcement efforts met privacy and disclosure requirements.
Before joining ICE, Ms. Seguin served as a Senior Attorney at the U.S. Drug Enforcement Administration (DEA), where she provided legal support to DEA leadership and personnel on a range of general law matters, including information disclosure, appropriations, ethics, personnel, and environmental law. She also served as an Attorney Advisor with the U.S. Department of Veterans Affairs, where she practiced in the fields of privacy, e-discovery, appropriations, and intellectual property law.
Ms. Seguin holds a Bachelor of Arts and Sciences degree in Economics from Washington University in St. Louis and a Juris Doctor degree from Boston University School of Law.
