Legislation

Congress passes legislation into laws that govern the United States. These laws usually authorize or direct USDA or another Federal agency to develop regulations that both implement and help enforce the laws. Both legislation and regulations are legally binding.

Regulations

The Code of Federal Regulations (CFR) annual edition is the codification of the general and permanent rules published in the Federal Register by the departments and agencies of the Federal Government produced by the Office of the Federal Register and the Government Publishing Office. Below are the regulations that pertain to School Meals Programs and, in the table under that, you'll find the Final Rules that have yet to be codified.
