Medical Center Director

Effective December 5, 2017, Dr. Robert Fischer was appointed as the Medical Center Director for Mann-Grandstaff Veteran Affairs Medical Center. Prior to his arrival to Spokane, WA, he served four years as Deputy Commander of Clinical Services, Landstuhl Regional Medical Center, Landstuhl, Germany.

Dr. Fischer is an experienced board-certified clinician and healthcare leader having completed thirty-one years of active military service in June of 2016. He has held numerous clinical and executive leadership positions including Chief of Obstetrics & Gynecology, Naval Hospital, Jacksonville, FL, Chief Medical Officer, First Fighter Wing Hospital, Langley AFB, VA and Malcolm Grow Medical Center, Andrews AFB, MD. He was commander of Surgical Services at the Joint Venture VA/DoD hospital, Anchorage, Alaska and served as an assistant clinical professor in Ob/Gyn at the University of Connecticut Health Center and University of Nebraska Medical Center. He is a Certified Physician Executive and was awarded the Army Legion of Merit and Order of Military Medical Merit prior to his retirement from active service

Richard "Rick" Richards, MS, MBA, FACHE | 509-434-7202

Associate Director

Mr. Rick Richards was appointed as the Associate Director of Mann-Grandstaff VAMC on August 7, 2016. Prior to this appointment, Mr. Richards was the Clinical Program Manager and Care Coordination Specialist for the Comprehensive Integrated Inpatient Rehabilitation Program (CIIRP) at the Puget Sound VAMC. Prior to VA, Mr. Richards was the CEO of multiple long term acute care and rehabilitation hospitals in various states and held various other clinical and administrative health care positions. Mr. Richards has two Master’s degrees in Business Administration and Speech/Language Pathology. He is a Fellow in the American College of Healthcare Executives (FACHE) and an Air Force Veteran.

Chief of Staff

Dr. Scott W. Nye was appointed as Chief of Staff in July 2016. Dr. Nye received his medical degree from The Ohio State University College of Medicine in Columbus, Ohio in 1994 and completed his Residency in Surgery at The Ohio State University College of Medicine in 1999.

He served as the Medical Staff President at Valley Hospital and Medical Center and also as the Chairman of the Board of Directors prior to coming to the Mann-Grandstaff VA Medical Center as a Staff Surgeon September 8, 2010. He was appointed as Chief of Surgery, August 24th, 2014. Dr. Nye has over 16 years of experience in General Surgery.

Associate Director, Patient Care Services-Nurse Exec.

Darci Raschke was selected as the Associate Director for Patient Care Services/Nurse Executive in December 2016. Darci received her Bachelor of Science, Nursing degree from Minnesota State University, Mankato, in 1995. She served in the US Navy as a Nurse and worked for the Navy as a DoD civilian registered nurse until 2008. At that time, Darci began working for the Puget Sound VAMC as a staff nurse, while she completed her Master of Science in Health Sciences degree in 2010. Darci was soon selected as the Assistant Nurse Manager of Primary Care in Seattle.

In 2013, she was offered the position of Nurse Manager of Ambulatory Care at the Mann-Grandstaff VAMC, where she successfully managed a busy, multi-site Primary Care service. In November 2015, Darci was selected as the Associate Chief Nurse Executive for Outpatient Nursing.
