Stivers, Balderson Send Letter in Support of Buckeye Lake Region Watershed Plan

WASHINGTON – Last week, Congressman Steve Stivers (R-OH) and Congressman Troy Balderson (R-OH) sent a letter to the District Commander of the U.S. Army Corps of Engineers in support of the South Licking Conservancy’s request for a watershed plan in the upcoming year. This watershed plan will help the community address water quality concerns, increase public safety and awareness, address flooding issues in the area, and provide certainty for any economic impacts the community can expect as revitalization of the Buckeye Lake region continues.

“Three years ago, when deficiencies were found with the dam along Buckeye Lake, we came together as a community and executed a plan to ensure the future of the region. I was proud to work with the Army Corps of Engineers, along with local and state officials, to bring the lake back to normal as soon as possible. However, there is still work we can do,” Stivers said. “A watershed plan would be critical to establishing the necessary safeguards to prevent more issues in the future that would hurt the region. I hope the Army Corps of Engineers will give this request their full consideration, and urge them to make the South Licking Conservancy watershed plan a priority.”

“I am proud to support the South Licking Conservancy watershed plan,” said Balderson. “This plan will provide much needed aid in the recovery of the Buckeye Lake region. It is my hope that the Army Corps of Engineers will recognize the urgency and importance of ensuring the long-term safety and vitality of Buckeye Lake and the many small businesses that make it a treasure of Ohio’s vibrant State Park system.”

Stivers worked with the Army Corps of Engineers in the Huntington District to secure a design/build contract for the Buckeye Lake Community, which cut the time required to make the necessary repairs to the dam. This important next step would provide the region with the guidance and resources they need to address issues when they arise and continue on the path to revitalization. Prior to being elected as the Representative for Ohio’s 12th District, Balderson represented much of Buckeye Lake as the Senator for Ohio’s 20th State Senate District. Congressman Balderson has previously worked with the local community and the Ohio Department of Natural Resources to help fast-track the rehabilitation project and encourage small businesses in the Buckeye Lake area to participate in the Lakes in Economic Distress Grant Program. Balderson looks forward to supporting the ongoing efforts from the Federal level.

Three years ago, major deficiencies were discovered in the dam along Buckeye Lake, and we learned that there would be serious consequences if it was not addressed immediately. The surrounding communities came together around a unified plan, and in unison with the Army Corps, worked to revitalize the dam and ensure the future of Buckeye Lake and the region for decades to come.

I was proud to work with the Army Corps of Engineers in the Huntington District to help secure a design/build contract for the Buckeye Lake Community, which cut the time needed for this project, and enabled the lake to return to normal as soon as possible. This has been a truly collaborative effort, and I want to thank you and the engineers at the Huntington District who have worked so hard to make Buckeye Lake safe again.

In keeping with the ongoing revitalization, I am joined by new Ohio Twelfth Congressional District Representative, Troy Balderson, in writing to ask your office to grant priority to the South Licking Conservancy’s request for a watershed plan in the upcoming calendar year. Completing this plan is critical for the continued recovery and growth of the Buckeye Lake Region. This watershed plan will help the community address water quality concerns, increase public safety and awareness, and provide certainty for any economic impacts the community can expect.

In addition, this plan will help address the continued flooding on I-70 and surrounding areas during heavy rainfalls, as well as provide guidance to overall water quality in the region. The reduction in lake levels during the dam project created a need to mitigate the water quality damage incurred over the last three years. Only a comprehensive watershed plan will enable our communities to meet these challenges and continue to revitalize the region.

New Year, New Congress

2018/12/17

As 2018 quickly comes to a close, everyone’s attention turns towards 2019 and what the new year can mean for them.  It is a chance for a fresh start; to set new goals, new priorities, and tackle new challenges.  The same is true as we begin the 116th Congress.

Despite a politically divided Congress, I am confident that all 535 of my colleagues share the most important goal: improving the lives of our constituents.  And with that, I am confident that we can break through the gridlock and continue to build on the bipartisan momentum we found in the 115th Congress.  In fact, of the over 1,000 bills that were passed in the House of Representatives, only eleven were passed on a party-line vote.  It is that spirit of collaboration that will allow us to move forward on a number of topics, including the opioid epidemic and infrastructure.

The opioid epidemic does not discriminate based on age, gender, socioeconomic status, and certainly not based on political affiliation.  It has ravaged communities across the nation, and legislators have already proven that they are able to reach across the aisle to find solutions.  With the 21st Century Cures Act, the Comprehensive Addiction and Recovery Act (CARA), and the SUPPORT for Patients and Communities Act all signed into law, we are beginning to see the implementation of these landmark pieces of legislation.  Subsequently, we can see what critical issues still need to be addressed in our communities, and can bring different perspectives to the table as we find solutions.  

Similarly, Republicans and Democrats have both signaled an interest in tackling our nation’s crippling infrastructure.  However, we cannot limit this effort to roads and bridges, we must also include modern infrastructure – broadband access – in the conversation.

Recently, two entrepreneurs in McArthur, Ohio, opened an internet café called “The Studio,” which caters to high school students who may not otherwise have internet access once the local library closes for the day.  While I am incredibly grateful to the Hittes and their creative problem solving, when one in five high school students is unable to use the internet at home, there is a larger problem that needs to be solved.  We cannot leave our students behind while Congress attempts to solve the issue. We need to act quickly, and I am hopeful that the 116th Congress will give us the opportunity to do just that.

Lawmakers Celebrate New Wright-Patterson Program

The Pentagon’s recent decision to bring a major F-35 program to Wright-Patterson Air Force Base not only means more jobs for the area, but more notoriety within the U.S. military.

“Wright-Patterson Air Force Base is one of the most effective Air Force bases in the country for our nation’s defense,” said Representative Steve Stivers (OH-15).

That’s why military leaders have chosen the base to be the new home for the F-35 Lightning II Hybrid Product Support Integrator (HPSI) organization, a program that helps support the global fleet of F-35 jets that help keep America safe.

“It does show that Wright-Patt is the gem of the Air Force,” said Senator Sherrod Brown (D-OH). “I mean, there is no place like Wright-Patterson Air Force Base, with its history, with its productivity, with its research abilities, its economic reach.”

The new program will add at least 400 more jobs to the base, which already employs over 27,000 people and is the largest single site employer in Ohio.

“It has a lot of roles besides just that, within the Air Force, and within our military and our national security footprint,” said Rep. Brad Wenstrup (OH-02).

The base is in Rep. Mike Turner’s 10th district, which prompted him to work with Senators Brown and Rob Portman to convince the Air Force to choose Wright-Patt.

Turner and Brown said in statements that this decision is a testament to the workforce already there, and Ohio’s growing role in protecting the United States. The entire Buckeye congressional delegation signed this letter back in April, making the case for Wright-Patt.

Rep. Bill Johnson (OH-06) served 27 years in the Air Force and said it’s a big deal this base was chosen

“The F-35 is the modern generation, next advanced fighter, so I think it’s great for the people of Ohio and for Wright-Patterson,” Johnson said.

The secretary of the Air Force said in a statement that moving the F-35 program from its current home in Virginia to Wright-Patt will help lower the cost of sustaining the fighter jets.

Stivers to serve as House Municipal Finance Caucus co-chair

Rep. Steve Stivers, R-Ohio, will co-chair the House Municipal Finance Caucus, according to a statement released on Dec. 10 by current caucus co-chairman Dutch Ruppersberger, D-Md.

Stivers replaces Rep. Randy Hultgren, R-Ill., who failed to win re-election this fall.

More than 10 national associations representing the full spectrum of municipal finance stakeholders, including the American Public Power Association, issued a statement congratulating Stivers on his new position as co-chair.

“Congressman Stivers is particularly suited to join in leading the caucus, with years of experience in finance through his work in the private sector, the Ohio State Senate, and the U.S. House,” the statement said.

Formed in 2016 by Ruppersberger and Hultgren, the caucus has grown to more than 40 members of the House of Representatives, including Stivers.

“Thanks to the leadership of Congressmen Hultgren and Ruppersberger, the caucus has continually engaged the legislative process to ensure that states and local government have access to robust financing tools,” the associations said in their statement. “The caucus and its leaders fought to preserve tax-exempt financing during debate of the Tax Cuts and Jobs Act and are expected to play a key role as Congress turns to legislation to help in the funding and financing of our nation’s core infrastructure.”

“Municipal bonds are the single most important tool in the country for financing new schools, hospitals, roads, fire stations and more,” Ruppersberger said. Stivers “has already championed efforts to refine municipal advisor regulations and I look forward to working with him to protect common sense, job-creating tools that our communities need.”

The Association also joined a letter of support for Stivers released by the Public Finance Network, a coalition of bond issuer and issuer-aligned associations, including the U.S. Conference of Mayors, National Association of Counties, National League of Cities, and Government Finance Officers Association.

State and local governments use municipal bonds to finance public infrastructure investments that enable their communities to function and thrive. Tax-exempt municipal bonds have financed $2 trillion in new investments in infrastructure over the last decade, including $96 billion in new investments in electric power generation, transmission, and distribution.

Choosing to Serve

In the late 1830s, an Ohioan who would go on to be a Civil War hero and President of the United States was appointed to the United States Military Academy at West Point. There was just one issue: he did not know that his father had submitted his name for consideration.

Despite this situation – and less than superior grades – Ulysses S. Grant became a cadet and received a degree from West Point, later becoming a pivotal figure in the Union’s efforts against the Confederacy and a renowned President of the United States.

While times have changed and parents are no longer sending their kids without their knowledge, the rich tradition of our military academies has continued with students across the country making the choice to serve. Last week, I got to participate in one of the highest honors I have as a Member of Congress by nominating 13 students to West Point, the Air Force Academy, the Merchant Marine Academy, and the Naval Academy. Students from four counties and 10 different schools were nominated, and now go on to the next step of selection with the academies.

I believe these students represent some of the brightest and best across our country. These are students who are choosing to undertake some of the most rigorous coursework you can at the university level. They are choosing to stay in shape and complete challenging physical fitness tests. Most importantly, they are choosing to serve – choosing to serve at least five years after graduation and choosing to serve whether in wartime or peace. These students are role models for all of us, and I want to thank each one from this year’s class.

As confident as I am in this year’s class, I know there are more in high schools in Ohio’s 15th District who want to answer the call to service and apply to a military academy. Basic requirements to apply for a nomination from my office to a military academy include:

•    Residency in Ohio’s 15th District
•    Applicant must be at least 17 years of age, but not yet reached their 23rd birthday on July 1st of the year admitted to an academy
•    Must never have been married and have no legal obligation to support a child
•    Must be a citizen of the United States
•    Must be men and women of excellent moral character who are trustworthy, emotionally stable and motivated

“One of my highest honors in Congress is to nominate students who want to serve their country to the United States military academies,” Stivers said. “We had an impressive group of candidates this year, and I am confident that each one of these nominees would serve our country well and make Ohio’s 15th District proud.”

Stivers nominated the following students:

•    William Ciesinski was nominated to West Point. Ciesinski graduated from Bishop Watterson High School, and currently attends Marquette University. He is the son of David and Patricia Ciesinski.

Raised in Ripley, Ohio, Steve Stivers learned from his mother and father the importance of family, hard work and public service, which have been the values he has carried with him through his life, whether as a student at The Ohio State University, a soldier serving overseas, as a State Senator, or as a Member of Congress.

Stivers is currently serving his third term as a Member of Congress and represents Ohio’s 15th Congressional District, which is made up of 12 counties including: all of Athens, Clinton, Fairfield, Hocking, Madison, Morgan, Perry, Pickaway, and Vinton counties, and parts of: Fayette, Franklin, and Ross counties.

Stivers is serving his third term his third term on the Financial Services Committee, which oversees the banking, insurance, real estate, public and assisted housing, and securities industries. Members who serve on the committee also work on housing and consumer protection legislation and oversee Fannie Mae and Freddie Mac, the Federal Deposit Insurance Corporation, the U.S. Department of Housing and Urban Development and the Federal Reserve Bank.

In addition, Stivers has been tapped to serve on the Committee on Rules, which is charged with determining which bills reach the House Floor for a vote. Historically, the Committee is often known as “The Speaker’s Committee” because it was chaired by the Speaker up until 1910 and is the means through which the Speaker of the House manages the House Floor. The Committee also determines how long and under what rules the full body of the House will debate each bill.

Throughout his career, Steve Stivers has led the way supporting programs and initiatives to encourage job creation, promote economic development, and put our country’s fiscal house in order. As he wrapped up a successful first term in office, two of Stivers veterans bills, the HIRE at Home Act and TRICARE for Kids, were rolled into the National Defense Authorization Act and signed into law by the President. In his second term in office, Stivers had two bills make their way to the President’s desk. These two bills, H.R. 1391 and H.R. 4189,would re-name two postal facilities located in Ohio’s 15th Congressional District after our fallen veterans. These bills are a small measure Congress can take to honor the lives of brave service members who gave the ultimate sacrifice for our freedoms.

Prior to running for Congress, Stivers served in the Ohio Senate and before that worked in the private sector for the Ohio Company and Bank One, where he focused on promoting economic development and encouraging job creation.

A career soldier, Stivers has served 29 years in the Ohio Army National Guard and holds the rank of Colonel. He served the United States overseas during Operation Iraqi Freedom in Kuwait, Iraq, Qatar and Djibouti where he led 400 soldiers and contractors and is proud that each and every one returned home safely to the United States. Stivers received the Bronze Star for his leadership throughout the deployment.

Stivers received both his bachelor’s degree and his MBA from The Ohio State University and resides in Columbus with his wife, Karen, and children, Sarah and Sam.
