When @realdonaldtrump signed it into law on October 5, it not only created new protections and enhancements for the traveling public and the aviation industry as a whole, but provides a stable policy direction for the aviation community for the next five years.

In the lead-up to this bill we spent months holding hearings and listening to passengers, carriers, manufacturers, safety and security experts, and the FAA and TSA to develop a bill that will help modernize airport infrastructure, improve service and consumer protections for the flying public, enhance transportation safety and security, and boost innovation in the aviation industry.

“Republicans came to Washington, D.C., to revitalize our economy, and we continue to deliver on our promises. Today’s news is more evidence that Republican-led reforms to create policies and a regulatory environment that foster growth are working. Since the Tax Cuts and Jobs Act was passed last year, more than 1.8 million jobs have been created, and our economy is thriving. Unemployment remains at its lowest level since 1969, and there are now nearly 1 million more job openings than unemployed workers. Today’s revitalized economy is just what job creators need to grow their businesses, create jobs, and increase wages for hardworking Americans.”
WASHINGTON — U.S. Sen. John Thune (R-S.D.), chairman of the Senate Republican Conference, today applauded the Senate’s passage of the bipartisan America’s Water Infrastructure Act, a comprehensive water resources infrastructure bill that will authorize U.S. Army Corps of Engineers projects for port, waterway, flood protection, and other water infrastructure improvements; reauthorize the Drinking Water State Revolving Fund for the first time in two decades; and improve several energy-related projects, among many other provisions. The bill, which was approved by a vote of 99-1, now heads to the president to be signed into law.
“For years, the Republican-led Senate has been delivering positive results for the American people, and today’s passage of this bipartisan infrastructure legislation is one more accomplishment we can add to the list,” said Thune. “This bill, which will benefit all 50 states, including South Dakota, will make important investments in infrastructure, help keep America’s communities safe and healthy, cut burdensome government red tape, and contribute to additional economic growth.”
Highlights:
- Maintains the prohibition on the U.S. Army Corps of Engineers proposal to charge for surplus water on the Missouri River. During consideration of the Water Resources and Development Act of 2014, Thune worked to secure a 10-year prohibition on the Corps’ controversial surplus water proposal. This legislation extends that prohibition for an additional two years and expands it to include water storage fees;
- Expedites the review of certain easement requests on the Upper Missouri Mainstem reservoirs. As a result of the Corps’ proposal to charge for surplus water taken from Missouri River reservoirs, the Corps has failed to process certain easement requests. This legislation will ensure that the Corps responds to these easement requests in a timely manner; and
Expands eligible Tribal Partnership Program projects from $10 million to $12.5 million and allows separable project components to be completed under the program. In an effort to help address significant shoreline erosion that is affecting the Lower Brule Sioux Tribe, in 2014, Thune secured language directing the Corps to review shoreline erosion projects in the Upper Missouri River Basin. This legislation provides additional flexibility for this and other projects to move forward.

John Thune (R-S.D.), chairman of the Senate Republican Conference, today issued the following statement regarding the Bureau of Labor Statistics’ announcement that the unemployment rate dropped to its lowest level since 1969 (3.7 percent), and the economy added 134,000 jobs in September.
“Our economy keeps getting better. As a result of the positive reforms the Republican-led Congress implemented to grow our economy, more Americans are getting back to work. Unemployment is at its lowest rate since 1969. More than 1.8 million jobs have been created since the passage of historic tax reform. Wages are increasing, consumer sentiment is at a 17-year high, and investments from overseas are returning to the U.S. Republicans promised to improve the lives of Americans through economic growth, and today’s job report is more proof that we are delivering on those promises. Our pro-growth, pro-jobs agenda is working.”
WASHINGTON – U.S. Sens. John Thune (R-S.D.), chairman of the Senate Republican Conference and the Senate Committee on Commerce, Science, and Transportation, today issued the following statement on the passage of the FAA Reauthorization Act of 2018 (H.R. 302), a five-year authorization of the federal aviation programs and a three-year reauthorization of the Transportation Security Administration (TSA). Headed to the White House for President Donald Trump’s signature, the legislation will help modernize airport infrastructure, improve service for the flying public, enhance transportation safety and security, and boost aviation industry innovation.
“In creating new protections and enhancements for the flying public, this bill creates five years of stable policy direction for the aviation community,” Thune said. “Travelers, utilizing small and large airports, will benefit from investments in infrastructure, more efficient security screening, and the prompt return of fees for services they don’t receive. Innovators also get a needed boost from provisions enhancing the competitiveness of our aircraft manufacturers and the continued integration of unmanned aircraft into our airspace.”
Highlights of H.R. 302:
Modernizing airport infrastructure
- Provides funding for airport development.
- Increases flexibility to finance projects.
- Requires TSA to make available, in airports and online, real-time information on security line waits.
Improving service for the flying public
- Prohibits involuntary bumping of passengers who have already boarded.
- Directs FAA to set minimum standards for airline seat sizes.
- Requires private rooms for nursing mothers in large and medium airports.
- Ensures airlines promptly return fees for services (seat assignments, early boarding, etc.) not received.
- Establishes an aviation consumer advocate within the U.S. Department of Transportation.
Enhancing safety and security
- Strengthens aviation training, reporting, tracking, and cybersecurity.
- Provides new risk-mitigation authorities for unmanned aircraft systems (UAS).
- Authorizes more canine security teams and, to meet demand, expands ways to test and certify dogs.
Boosting innovation
- Streamlines certifications for design and delivery of aircraft to boost competitiveness of aviation manufacturing.
- Furthers efforts to safely integrate unmanned aircraft into the airspace through traffic management system advancements and research.
- Creates an Office of Spaceports to support licensing and promote infrastructure improvements.
- Authorizes approval for civil supersonic aircraft that reduce sonic booms.
Disaster assistance
- Provides $1.68 billion in supplemental appropriations for disaster relief in the wake of Hurricane Florence.
- Reforms Federal Emergency Management Agency (FEMA) programs to help communities better prepare for and respond to disasters of all types.

John Thune (R-S.D.), chairman of the Senate Republican Conference, member of the Finance Committee, and conferee on the conference committee tasked with negotiating a final tax reform bill, issued the following statement today regarding the House and Senate conference committee agreement on the Tax Cuts and Jobs Act.
“Members of the House and Senate came together to finalize the details of a pro-growth tax reform bill that will provide Americans with more jobs, fairer taxes, and bigger paychecks. By reducing individual tax rates, doubling the standard deduction, and increasing the child tax credit, our bill will ensure Americans are able to keep more of their hard-earned money. And by lowering taxes on job creators, our bill will foster an economic environment that will give Americans access to more jobs, higher wages, and better opportunities. Our final package delivers on the promise we made to provide real relief to hardworking Americans. After years of economic stagnation, this bill will usher in a new era of economic dynamism in this country. And it will send a message to the world that America is serious about competing and succeeding in the 21st century economy.”
Since January 2017, Thune has introduced numerous individual tax reform marker bills that cover multiple portions of the tax code. Thune-authored provisions included in the conference report to the Tax Cuts and Jobs Act are:
- Modified portions of Thune’s Investment in New Ventures and Economic Success Today (INVEST) Act of 2017 (S. 1144), legislation that would simplify accounting rules and reform key parts of the tax code to help small and medium-sized business owners more quickly recover investment costs and certain other tax deductible business expenses. By accelerating cost recovery on property, equipment, inventory, and other common business investments, these provisions would encourage new business growth and help existing businesses, including farms and ranches, expand their operations, create new jobs, and grow the economy.
- Provisions from Thune’s S Corporation Modernization Act of 2017 (S. 711) that would allow foreign individuals to invest in S corporations through Electing Small Business Trusts (ESBTs) and treat ESBTs like S corporation shareholders so both can claim deductions with respect to charitable contributions made by an S corporation. Thune also led efforts during the conference to ensure that trusts, including ESBTs, and estates benefit from the new deduction for owners of pass-through businesses like S corporations.
Thune doesn’t believe death should be a taxable event, which is why he introduced the Death Tax Repeal Act in January 2017 and still strongly supports this approach. The conference report to the Tax Cuts and Jobs Act includes his provision from the Senate bill that would provide additional relief (compared to current law) to more of South Dakota’s family-run businesses, farms, and ranches that are currently threatened by the death tax, which is important progress.
Through his role as a member of the conference committee, Thune helped a number of other senators to include their shared priorities. Working with Sens. John Hoeven (R-N.D.), Pat Roberts (R-Kan.), and Chuck Grassley (R-Iowa), Thune helped improve the new deduction for pass-through businesses so owners of agricultural cooperatives benefit from the 20 percent deduction. Thune also worked with Sens. Dean Heller (R-Nev.), Cory Gardner (Colo.), and Grassley to ensure that tax credits for renewable energy, like wind and solar, are taken into account under the new international tax rules.

It means a tax cut of more than $2,000 for a family of four earning $73,000. That’s real money in communities across Kentucky - from Owensboro to Covington. WASHINGTON – Today, members of the Tax Cuts and Jobs Act (H.R. 1) House-Senate Conference Committee signed the conference report for this legislation and Conference Committee Chairman Kevin Brady (R-Texas) filed the conference report in the House. The bill will now move forward to be voted on next week by the entire House of Representatives and Senate.
With this bill, the typical family of four earning the median family income of $73,000 will receive a tax cut of $2,059.
Senate Finance Committee Chairman Orrin Hatch (R-Utah), a member of the conference committee, said:

From the outset, Republicans in Congress sought to develop a comprehensive, pro-growth tax reform bill that will grow the economy, jumpstart job creation, and increase take-home pay for hardworking American families.
