Office of Contracts Management

The Office of Contracts Management (OCM) advises the Assistant Secretary for ETA on mission critical procurement matters (that creates value for ETA stakeholders and assures public trust) consistent with federal statutes and regulations. OCM applies highly effective and efficient procurement services to ETA organizational components to meet business challenges with best practices and innovative cost-effective solutions.


About the Administrator - Sandra E. Foster


Sandra E. Foster is the Administrator for the U.S. Department of Labor's Employment and Training Administration (ETA) Office of Contracts Management. As Administrator and Head of the Contracting Activity, Ms. Foster is responsible for providing sound leadership and direction to ensure the successful execution of ETA's $1.3 billion procurement portfolio. She is a driven leader who strives to ensure organizational excellence, integrity, and accountability, while simultaneously providing a solid procurement management program to support ETA's priorities, goals, and guiding principles.

Ms. Foster has a wealth of experience in acquisition and contracts management encompassing more than two decades, which includes her appointment as the Administrator/Head of the Contracting Activity, a position she has held since February of 2016. Before assuming her current post, Foster spent nine years as the Director of Contracts for the Department of Labor's Office of the Assistant Secretary for Administration and Management, Office of Procurement Services. Prior to her tenure with the Department of Labor, she was the Director of Business Operations for Andrews Air Force Base, where she served as the Senior Civilian Procurement Authority for a military installation of more than 10,000 military and civilian employees. In this high visibility role, she was responsible for providing support to the Presidential Airlift Group, ensuring the continued maintenance and operation of Air Force One - The President of the United States' air transportation. Foster's procurement experience extends beyond the Air Force to the Department of Navy, where she was the sole Contracting Officer for the Office of the National Drug Control Policy, providing key acquisition support to the Nation's Drug Oversight Campaign and the Naval Supply Command in Pearl Harbor, Hawaii.

Ms. Foster holds a Master's Degree in Adult and Higher Education from the University of Oklahoma. She is a member of the Department of Defense Senior Acquisition Corps, and she possesses both the Department of Defense Acquisition Workforce Improvement Act (DAWIA), Certified Acquisition Professional--Level III Certification and the Federal Acquisition Certification in Contracting (FAC-C) Level III Certification.
