NIH’s Office of Extramural Research (OER) has several offices working collaboratively to administer and manage NIH grants policies and operations. These offices include the Office of Policy for Extramural Research Administration (OPERA), Office of Laboratory Animal Welfare (OLAW), and the Office of Extramural Programs (OEP), which is where the SBIR/STTR programs are located.
