Government Shutdown

The Office of Surface Mining Reclamation and Enforcement website is not being updated and may not reflect current conditions due to the partial federal government shutdown.

On-line computer systems or applications maintained or operated by the Office of Surface Mining Reclamation and Enforcement, including the Coal Fee Collection Management System, the Applicant Violator System (AVS), e-AMLIS, Technical Information and Professional Services (TIPS), and the National Mine Map Repository are inaccessible during the shutdown.

Should you have an event that you believe qualifies as an "excepted" activity, that necessitates the use of one of these services, please call the appropriate OSMRE Regional Director from the list below.

If you are experiencing a coal mining-related emergency threatening life, property, or the environment, first call 911. You should also contact local law enforcement, emergency agencies, and/or the local surface coal mining regulatory authority in your area.

After local officials have been informed and are responding, please call the appropriate OSMRE manager depending on which state you are calling from. If you are in:

Georgia, Kentucky, Maryland, Massachusetts, Michigan, North Carolina, Ohio, Pennsylvania, Rhode Island, Tennessee, Virginia, or West Virginia, call OSMRE’s Appalachian Region Director, Thomas Shope, at (412) 937-2828
