Risk Assessment & Analysis

BSEE’s Regulatory Safety Programs includes comprehensive risk assessment and analysis to reduce offshore risk, develop effective policy, and encourage continuous safety improvements. BSEE’s Risk Assessment and Analysis Branch collaborates with government and industry to capitalize on the best risk and data management approaches that inform stakeholders, communicate internal business processes, and strengthen worker, environmental protection, safety, and conservation on the Outer Continental Shelf.

The objectives of BSEE’s Risk Assessment and Analysis initiatives are as follows:

  • Develop a plan for the systematic identification and mitigation of operational risk on the offshore
  • Develop BSEE's risk-management strategy through partnerships and innovation;
  • Improve processes and modernize equipment using proven probabilistic risk assessment techniques; 
  • Collaboratively develop and maintain a consistent national permit policy
  • Improve efficiency and effectiveness of permit processes;
  • Improve risk-based and technical content review of operator submissions;
  • Encourage and enable the sharing of results among industry, government, and the public;
  • Encourage the voluntary collection of and an analysis of meaningful safety data, such as equipment failures and near-miss occurrences;
  • Improve data and risk classifications, while ensuring the useful collection of critical data sets
  • Leverage available data and information through strategic partnerships domestically and internationally;
  • Communicate significant findings to stakeholders, and facilitate continuous safety improvements.

Initiatives include:
