     • During the period September 20 through 24, 1999, the Office of Surface Mining Reclamation and Enforcement’s (OSMRE’s) Western Regional Coordinating Center, Denver, Colorado, sponsored an interactive forum that addressed bond release as it relates to revegetation issues on surface coal mine sites in the arid and semi-arid West. This forum was the second in what OSM hopes will become a series of five annual forums regarding surface-mining bond-release topics. It was held in Flagstaff, Arizona.
     • Among the revegetation topics covered at the 1999 forum were soil, overburden, microclimate, site engineering and other management techniques as these pertain to plant materials, and culturally and historically significant plants. The forum also covered bond release criteria–including characterization and measure and evaluation criteria–and spoke to other issues related to achieving bond release.
     • The proceedings constitute a partial compilation of the fruits of what proved to be this very valuable interactive forum. They consist of everything from the opening remarks of the Chairman of the Hopi Tribe on through some 50 presentations made by professionals possessing a wide range of diverse and divergent bond release, reclamation, and revegetation expertise. Among these experts were representatives of the coal-reclamation staff of six of the Western coal-primacy States, the Navajo National Historic Preservation Department, the Hopi Tribal Office, the U.S. Department of Agriculture’s Agricultural Research Service, the Natural Resource’s Conservation Service, the U.S. Forest Service, the Flagstaff Arboretum, OSM, and the coal industry and its consultants.
     • It is with great pleasure that OSMRE offers the following compilation, which—with the exception of some stylistic changes made in the interests of uniformity of presentation—we have attempted to reproduce verbatim. We would like to extend our sincere thanks to all who made presentations at or otherwise attended the 1999 interactive forum. It is both our hope and our strong conviction that colloquia such as this one was stand greatly to benefit the cause of successful reclamation in the arid and semi-arid West.

     • The conference was held at Pittsburgh, PA on April 24-29, 1994. This conference served as the annual meeting for the American Society for Surface Mining and Reclamation (ASSMR), the Canadian Land Reclamation Association, and the West Virginia Surface Mine Drainage Task Force, in conjunction with the Third International Conference on the Abatement of Acidic Drainage. The Special Publication was published by the Department of Interior, Bureau of Mines. Contributions provided by: Department of the Interior (Bureau of Mines, Office of Surface Mining Reclamation and Enforcement, Bureau of Land Management, and Geological Survey), U.S. Environmental Protection Agency, Pennsylvania Department of Environmental Resources, Tennessee Valley Authority, USDA Soil Conservation Service, and Canada's MEND Program.
     • Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local government, and the general public. These four volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volume 1 and volume 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster sessions presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.
