Through the Plant Pest and Disease Management and Disaster Prevention Program, APHIS provides funding to strengthen the nation’s infrastructure for pest detection and surveillance, identification, and threat mitigation, while working to safeguard the nursery production system.

Through the National Clean Plant Network, APHIS provides funding to university and government facilities that develop, maintain, and provide clean foundation stock for select specialty crops. This program helps to protect the environment and ensure the global competitiveness of specialty crop producers.

Fiscal Year 2019 Open Period Announcement

Plant Pest and Disease Management and Disaster Prevention Program (PPDMDP)

The open period for submitting project suggestions for fiscal year (FY) 2019 funding consideration under the Plant Pest and Disease Management and Disaster Prevention Program (PPDMDPP) closed on August 18, 2018.  All suggestions received will now undergo review.  The review period and development of the FY 2019 PPDMDPP Spending Plan will last through the end of the year.  Public release of the FY 2019 Spending Plan is anticipated in early 2019. There will be $75 million available with at least $5 million going to the National Clean Plant Network (NCPN).    


National Clean Plant Network (NCPN)

The National Clean Plant Network (NCPN) provides high quality asexually propagated plant material tested for targeted plant pathogens and pests to protect the environment and ensure the global competitiveness of specialty crop producers.  In FY2019, APHIS has a base of not less than $5,000,000 to support NCPN clean plant projects nationally.

The United States Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) has scheduled the fiscal year (FY) 2019 open period for submitting proposals to implement the National Clean Plant Network (NCPN) program of the 2014 Farm Bill.  The FY19 open period for submitting NCPN proposals will last for 12 weeks from July 23, 2018 through October 12, 2018.
