HOW TO DISPOSE OF A VEHICLE

Legal owners may dispose of vehicles free of charge by completing a Junking Affidavit downloadable here or available at the Department of Motor Vehicles (DMV). Owners must surrender license plates and the certificate of title, along with the Junking Affidavit form at the DMV office.

Residents using the Waiver form must provide a photograph of the front and side of the vehicle and a copy of their ID, please see Instructions for Waiver, Release, and Indemnity Agreement form.

A Waiver, Release, and Indemnity Agreement form is accepted if a Junking Affidavit cannot be obtained. Once license plates and titles are surrendered vehicles must be transported or towed to Puhi Metals Facility for recycling. Puhi Metals Facility is located at 3951 Puhi Road and is open Monday - Saturday 7:30 am to 3:30 pm (starting August 1, 2018); phone: (808) 245-6919. Puhi Metals will require a copy of the Junking Affidavit or Waiver, Release, and Indemnity form in order to accept the vehicle for recycling.

Residents must come in person before or at the same time a vehicle is brought in if they are using the waiver form to verify signature, and they must provide a photo of the front and side of the vehicle to junk. The waiver form must be completely filled out including the VIN. A fee of $10 fee may be assessed if Puhi Metals must photograph the vehicle.

Beginning June 1, 2018 residents may dispose of up to three vehicles per year free of charge utilizing the Waiver, Release, and Indemnity Agreement form. See below for details.

  1. Residents are allowed to dispose of three vehicles no larger than a Class 2 (GVWR 6,001 to 10,000) pickup truck (with stock bed) and a single RV (no size limitation) annually, free of charge, utilizing the Waiver, Release, and Indemnity Agreement form. Class 2 flatbeds, box trucks, and cargo and passenger (9 or more passengers) vans, and vehicles used by businesses as parts vehicles or otherwise used or held by a business are not included and are subject to commercial rates. Mobile or tiny homes (must be 50% or more metal content) must have license plates and be registered with the DMV to use the Waiver, Release, and Indemnity Agreement form.
  2. The fourth vehicle or second RV and beyond utilizing the Waiver, Release, and Indemnity Agreement form will be subject to an administrative base fee and may be assessed a administrative or processing fee based on the size of the vehicle.
  3. Tow-truck operators cannot sign the Waiver, Release, and Indemnity Agreement form for a resident. The form with all proper identifications must be presented to Puhi Metals by the resident to be accepted. Vehicles towed by tow-truck operators’ count towards the total free annual vehicle disposals allowed.
  4. Class 2 flatbeds, box trucks, and cargo and passenger (9 or more passengers) vans, and vehicles used by businesses as parts vehicles or otherwise used or held by a business are not included and are subject to commercial rates. RV’s and other mobile or tiny homes are not subject to size restrictions. Mobile or tiny homes (must be 50% or more metal content) must have license plates and be registered with the DMV to use the Junking Affidavit.
  5. Tow-truck operators’ may deliver residential vehicles free of charge with a valid copy of a completed Junking Affidavit from the DMV.
  6. Vehicles larger than a Class 2 pickup truck (with stock bed) including Class 2 flatbeds, box trucks, and cargo and passenger (9 or more passengers) will be subject to commercial rates for disposal.

Tow Truck Operators:

For towing of abandoned vehicles from commercial properties, operators will be assessed the administrative fee for utilizing the waiver form. It is up to the tow truck operator to pass this fee on to their commercial customers.

The County cannot tow abandoned and derelict vehicles from PRIVATE PROPERTY.

If a vehicle is abandoned on private property it is the responsibility of the property owner to remove such vehicles (HRS, Ch. 290-11)

Q How do I report an Abandoned Vehicle?
A Contact the non-emergency Police dispatch line at 241-1711. Information such as the make, color, vehicle description and address/location will be taken, and an investigation will be conducted. You may also contact the Abandoned Vehicle Coordinator directly at 241-1901.
Q What happens to Abandoned/Derelict Vehicles?
A When a car is reported, the Police Department will place a notice on the vehicle stating that it must be removed within 24 hours or it will be towed.
  • If the vehicle is not removed from the site within 24 hours, the Police Department will then ticket the vehicle and it will be classified as either an Abandoned or Derelict Vehicle.
  • The Abandoned Vehicle Coordinator will be notified and will make necessary arrangements to have the vehicle towed to the Puhi Metals Recycling Center.
Q How do I reclaim the vehicle?
A To reclaim a vehicle, the registered owner must pay all citations, towing and storage fees. Whether a vehicle is claimed or not, the registered owner will be responsible for all citations!
